Syria: returns rise while displacement and humanitarian needs remain high
Returns have accelerated since the political transition, but UNHCR continues to describe substantial humanitarian needs and fragile absorption capacity.
UNHCR says Syria is experiencing large-scale returns alongside persistent humanitarian needs and internal displacement. Its regional portal recorded 3,945,949 registered Syrian refugees in the principal neighbouring response countries as of 16 July 2026, while its Syria portal recorded 1,966,356 IDP returnees as of 9 July.
These figures measure different things. They should not be subtracted from one another to create a single “net displacement” figure.
