The United Nations Security Council has 15 members: five permanent members and ten elected members. On substantive matters, a negative vote by any permanent member—China, France, Russia, the United Kingdom or the United States—can prevent a draft resolution from being adopted, even if it has broad support.
Where the veto comes from
The veto is rooted in the voting structure established by the UN Charter. The permanent members were given special status at the organisation’s founding, reflecting the post-Second World War power settlement. Reform proposals have challenged that arrangement for decades, but changing it is politically and legally difficult.
Not every vote works the same way
Security Council decisions on substantive matters require the necessary affirmative votes and the concurrence rules involving permanent members. Procedural questions are treated differently. Abstention by a permanent member has historically not operated as a veto in the same way as a negative vote on a substantive draft.
What a veto blocks
A veto can stop the Council from adopting a particular draft resolution or decision. That may prevent new sanctions, a referral, a peacekeeping mandate or other Council action contained in the text. It does not erase existing international law or automatically settle the underlying factual or legal dispute.
What happens after a veto?
Diplomatic negotiation can produce a revised draft. The General Assembly may debate the issue and make recommendations within its own powers. Since 2022, a standing General Assembly mechanism provides for a debate after a veto is cast. Other UN bodies and States can also act within their separate authorities.
Why vetoes matter in war reporting
Security Council inaction is sometimes described as the UN being unable to act. That can be true for measures requiring Council authority, but “the UN” contains multiple institutions with different mandates. Humanitarian agencies, the General Assembly, international courts and independent mechanisms can continue operating even when the Council is divided.
How to read a veto story
Identify the exact draft, who voted for and against it, what the text would have done and whether the dispute concerns wording, enforcement or underlying policy. A veto headline without the draft’s substance can obscure more than it explains.
